Japan sits on the Pacific Ring of Fire with more active volcanoes than almost any other country, and most travelers never think about it beyond the postcard shape of Mt. Fuji. That’s fine most of the time — but if a headline about “eruption fears” shows up while you’re planning a trip, or your itinerary includes a volcanic area like Kagoshima or the Fuji Five Lakes, it helps to know what Japan’s alert system actually says, rather than guessing from the tone of a news article.
Japan Grades Every Monitored Volcano on the Same 1-to-5 Scale
JMA assigns a Volcanic Alert Level, from 1 to 5, to each of the volcanoes it monitors continuously. According to JMA’s own explanation page, the level isn’t a generic “how dangerous is this volcano” score — it’s tied to a specific “area requiring caution” and a specific “action to be taken,” both worked out in advance by a local disaster prevention council made up of the prefecture, municipality, JMA’s regional office, police, fire department, and volcanology experts. That council decides, ahead of time, when evacuation should start and which area it covers, and JMA then publishes alerts against that plan.
The five levels are:
- Level 1 — Note that it is an active volcano. Normal life continues; no restrictions.
- Level 2 — Crater-area restrictions. Entry near the crater itself is restricted.
- Level 3 — Do not approach the volcano. Entry into the mountain (hiking, climbing) is restricted.
- Level 4 — Elderly and at-risk residents evacuate. Residents are told to prepare to evacuate.
- Level 5 — Evacuate. Evacuation of the residential area is underway.
JMA’s page adds an important caveat: levels don’t always progress in order. Some volcanoes can jump straight from Level 1 to Level 3 with no warning signs at all, and levels can also drop suddenly the same way they can rise. Don’t assume you’d get a slow, staged warning.
Sakurajima Has Been at Level 3 Since 2022, With Frequent Small Eruptions
If your trip includes Kagoshima, this is the one to know. As of JMA’s most recent bulletin (covering activity through September 4, 2026), Sakurajima remains at Alert Level 3 — do not approach the volcano — the same level it’s held continuously since JMA lowered it from Level 5 in July 2022. That doesn’t mean nothing is happening: JMA’s bulletin describes 17 eruptions from the Minamidake summit crater in the days leading up to that report, with eruptive plumes reaching up to 1,700 meters, and it specifically warns of large ballistic rocks and small pyroclastic flows possible within roughly 1–2 km of the Minamidake and Showa craters.
In practice, Level 3 means the summit and crater area are off-limits, while ordinary life in Kagoshima City continues around it — a distinction locals are used to but that isn’t obvious from a headline calling Sakurajima “an active volcano erupting right now.” JMA’s warning also covers ashfall drifting downwind, which can carry small stones further than the exclusion zone, and the risk of mudflows (lahars) if heavy rain follows an ashfall.
Mt. Fuji Has Sat at Level 1 Since JMA Started Grading It in 2007
Mt. Fuji is the opposite case. JMA’s activity page for Fuji shows it has been at Alert Level 1 — note that it is an active volcano continuously since December 1, 2007, the day JMA began issuing alert levels for it, with no anomalies recorded in seismic activity or ground deformation. If your trip involves climbing Fuji, the current alert status is not what would stop you — trail opening dates and weather are the practical constraints.
That history is worth knowing precisely because Fuji shows up so often in speculative “is Mt. Fuji about to erupt” content online. The honest, checkable answer as of this writing is: no elevated alert, and JMA would raise the level — likely restricting entry to the mountain under Level 3 — well before any climbing restriction tied to volcanic activity would apply.
Check the Level Directly Before You Go — Don’t Rely on News Tone Alone
Because the level is what actually triggers a legal climbing or entry restriction — not a news article’s headline — the one habit worth building is checking the source directly. JMA publishes an English-language “Volcanic Warnings” section showing the current Emergency Warning, Warning, or Advisory in effect for each individual volcano, alongside its Volcanic Alert Level, and issues English-language Eruption Notices when a volcano starts erupting after a quiet period. Japan’s national tourism organization, JNTO, also maintains eruption safety guidance for travelers and recommends checking JMA directly rather than relying on secondhand reports.
If you’re anywhere near an active eruption when it happens, JNTO’s guidance is straightforward: move away from the crater immediately, protect your head, and cover your mouth with a cloth. If ash is falling, a dust mask and goggles protect your airway and eyes. Follow instructions from local authorities and staff on-site rather than deciding independently — the evacuation area and timing are the ones the local disaster council already agreed on, and they’re the ones who know it in the moment.
